If you have a dual monitor setup on your Windows 7 or 8 computer and want to use both sides of each screen its easy. Simply select the window you want to position, hold down the windows key on your keyboard, then use the left and right arrow keys to position the windows your monitor(s).

The “fix” is to reset netsh winsock at the command prompt as an administrator. After a restart the problem cleared.
